Finnish Centre for Pensions’ webservice on social security contributions rewarded by ELA
The Finnish Centre for Pensions received recognition in the European Labour Authority’s (ELA) competition. The award was given for the Finnish Centre for Pensions’ website and service, which simplify the process of determining social insurance contributions in cross-border employment.
The Finnish Centre for Pensions received ELA’s Good Practice award, announced at the annual conference held in Cyprus on 12 May 2026. The recognition highlights the Finnish Centre for Pensions’ website, which offers information in several languages about Finland’s social insurance contributions, and its online service, which helps to clarify contribution obligations in cross-border employment.
ELA’s Good Practice competition aims to encourage the sharing of best practices and information between EU Member States and to support the smooth implementation of EU rules on the free movement of workers and social security coordination. In 2025, the competition sought to pinpoint best practices for, among other things, paying social insurance contributions.
Responding to a real-world dilemma
To tackle the challenges faced by employers, the Finnish Centre for Pensions provides a website offering relevant information in multiple languages. This enables employers and employees from various countries to access details about Finland’s social insurance contributions in one place and in their own language.
“The rules are rather complex, and insurance systems vary considerably across EU countries. What’s more, in Finland, social insurance contributions must be paid and managed in several places, as the system is decentralised. As a result, when it comes to international employment, employers are often left in the dark about in which country they must pay contributions and how to go about paying them”, explained Special Adviser Marjaana Lundqvist of the Finnish Centre for Pensions in her award acceptance speech.
User-focused webpages and services
Alongside information about insurance contributions, the Finnish Centre for Pensions also offers a trilingual service that allows employers and employees to check whether they should pay social insurance contributions in Finland or another country in cross-border employment situations.
“We hope these resources and services help employers more easily understand their obligations regarding social insurance contributions,” Lundqvist remarked.
Working together for fair mobility
In addition to ELA’s award ceremony, the conference featured speakers from various countries and organisations who discussed methods, best practices and future prospects for combating undeclared work and promoting fair labour mobility. The importance of collaboration between nations and stakeholders was a central theme throughout these presentations.
