Apply online or print out the application form
We can grant you an A1 certificate if you are an employee or a self-employed person going abroad to work in an EU/EEA country, a social security agreement country or Switzerland. The certificate attests that you will be covered by Finnish social security laws while working abroad. Please apply for the certificate well ahead in time before you start working abroad. Use the same form to apply for an exemption (for example, if you will work abroad for a longer period of time).
Apply for the A1 certificate online
The easiest and fastest way to get the A1 certificate is to apply for it online. At the moment the service is available only in Finnish and only employees and employers can apply for the certificate online.
Primarily, the employer applies for the certificate for its employees. If you are an employee, you can apply for the certificate yourself if you have several employers while you work abroad.
Applying for a certificate on behalf of another company
If you are applying for an A1 certificate on behalf of another company via our online application service, you don’t have to send us a separate power of attorney to do so. The required authorisations will take place online via the Katso service.
For the time being, our application service is in Finnish only.
Print out the application for an A1 certificate
If you don’t want to apply for the A1 certificate online, you can fill in the application form on our website and print out the form. Click the appropriate link below to get to the application form. You can also pick up a paper form at the Finnish Centre for Pensions and any Kela offices. Send in the filled in form to the Finnish Centre for Pensions by post.
You can send the filled out application form to the Finnish Centre for Pensions by post. Private persons can also send the form as an attachment via the Suomi.fi Messages service.
When you are using a paper form to apply for an A1 certificate for your employee, make sure you are using the most recent version of the form. We will scan your paper application to make it electronic. When you use the most recent version of the form, it will be forwarded to the right place without delays when we sort it electronically.
If you apply for the A1 certificate on behalf of another company, please attach an informal power of attorney to the printed out application.

Kela handles applications for work in non-agreement countries
If you are posting your employee to a country that does not have a social security agreement with Finland (for example, to Russia), the Finnish Centre for Pensions cannot grant the A1 certificate to your employee. Instead, you have to apply for residence-based coverage under Finnish social security laws from Kela.
